Nebraska is considering a proposal to legalize online sports betting, as announced by Governor Jim Pillen (in photo above). The governor stated that the substantial untapped revenue currently being lost to neighbouring states due to unregulated online gambling. “Online sports betting is a reality in the state,” Governor Pillen declared. “Those who wish to participate are doing so, and we’re forfeiting all the revenue to our neighbours.”

A market analysis highlights the urgency of this legislative action, documenting over 2 million blocked online sports bets in Nebraska in just the first half of the year. To reclaim this lost revenue sooner, Senator Eliot Bostar proposed a constitutional amendment during a special legislative session. If approved, this could fast-track the legalization and taxation of online sports betting by two years, potentially by November 2024, instead of waiting until 2026.

Push for early legislation

Lynne McNally of WarHorse Casino and the Nebraska Horsemen warns that delaying this initiative could result in a revenue loss of approximately $100 million. “We concur that Nebraska’s property taxes are excessively high, and we would be proud to contribute to any solution,” McNally stated. This view is shared by stakeholders who see substantial fiscal advantages in legalizing online sports betting sooner rather than later.

While the proposal holds financial promise, it also sparks an ongoing debate about the social implications of expanded gambling. Critics highlight potential increases in gambling addiction and related social issues. However, supporters argue that since Nebraskans are already engaging in online betting through various channels, regulating and taxing this activity would be practical, thus transforming a common social behaviour into a public benefit.

If the initiative is successful, the decision will be placed directly in the hands of Nebraska voters, aligning with democratic principles. “It’s a low-risk issue—all you’re really doing is letting people vote on it,” noted Lance Morgan, CEO of Ho-Chunk Inc. This approach allows for a community-based decision-making process on whether to accept online sports betting as a valid source of state revenue and a contributor to property tax relief.

The discussion on online sports betting is paving the way for a significant shift in Nebraska’s approach to gambling and tax relief. As the November ballot nears, stakeholders from all sectors are aligning to debate and determine the future of sports betting in the state, potentially reshaping Nebraska’s economy and its approach to public welfare.
